I bought a couple of packs of patterned paper from our local grocery store, of all places, and used a sheet from that for the light blue background. It looked "icy" and cold to me, so I thought this little snowman went with it.
I used watercolors on him, and glitter in places.

Yes, the pattern paper is perfect. I love the snowman, glitter and cut out hat. It looks like he was so excited, he threw it in the air.
