It's a very, very simple technique. You can only achieve it using Alchohol inks.
When you buy Adirondack Alcohol inks, you buy an applicator to go with it. You can also buy a blending solution that can tone down the effect.
The applicator is basically a stamp with a handle that has velcro loops with a square of thin felt attached.
To achieve this look: You drizzle a few different colored inks onto the felt square and stamp the back of a piece of acetate (or microscope slides!) repeatedly. (You have stamped the front image with Staz On ink.)The more you stamp, the more the colors puddle up.
If you get too much color, you can add a drop of the blending solution to tone it down. I did not use the blending solution in my card.
It's a simple, but vibrant and elegant technique.
