I saw this at the Stress Free Cardmaking Summit, done with snowflakes, by a lady called Lou Collins. I loved the perception of depth so I thought I'd try it with flowers.
I took notes on the video in case anyone wants to try it:
Antistatic bag first. Stamp a frame around the outside with Versamark and add clear embossing powder. Heat. Take lightest (of 3) distress oxides and blend over whole page. Heat slightly to dry (don't re-melt clear EP). Wipe excess ink off clear stamping. Needs to be dry for next step. Use antistatic bag again. Stamp into blank areas with Versamark again, leaving centre of card more or less free. Add clear EP, remove any stray powder. Heat. Apparently it doesn't matter if you re-melt the first layer now. Take second colour and blend from outside towards centre, leaving centre clear. Come back with lightest colour and smooth the join. Take darkest colour and just blend about 2cm from edge, come back with second colour and smooth joins. Lastly, buff the excess ink off the stamped images to reveal the full effect of depth. Optional extra: sprinkle some water drops onto the surface and let it react with the ink for a mottled effect.

As a non video person ( especially since I haven't been able to see any video links on SCS for a couple of years) thank you for giving such a detailed description. The card is beautiful. Your description reminds me of this tutorial from Dina - although her ink blending is done differently it's a similar principle:Layered Batik Resist Tutorials at Splitcoaststampers
