I made a little birthday booklet for someone special...and followed a tutorial by PinkstrauwberryZ.
I used PP with flowers and used a piece of vellum with a white birthday print for the front, and secured it on the left with washi tape.
Decoration on the inside: a belly band punched on both sides with a tag, pockets with punched borders and tags, a little die cut envelop with tag, a large pocket made with vellum, a pocket with tag and a hidden doily.
All the tags are stamped...
Accessories: Bigshot/Score tool/Vellum with text and prints/Crealies: scalloped square/stitched circles/die cut envelop/Red ribbon/Doily/MS butterfly punch:flower petals/paper flowers with pearls/ large organza red ribbon/ iron rose charm/Eyelets/button brads/
Techniques: Making a book with a vellum bag, little die cut envelop, pockets and tags- punching-stamping-Die cutting

I noticed the tiny envelope, too...so sweet. What an amazing project using vellum! Your friend is going to be really touched by this beautiful project.
