I've started by making a background, used water colors and applied strokes of yellow, red, orange, green and blue, then took a plastic bag, those you can put in the freezer and filled it with a bit of water, and made a knot (you could use a balloon too) and then I've moved it over the paint, lifted and bounced over the paper again and again, this dries quickly, then I thought looks like an underwater bg, so die cut these fish run them through the BS with an EF and added an extra black die cut behind the foiled ones to make the shadow, popped them on foam tape and added some bubbles, stamped the french happy Birthday and layered on the turquoise base

That background certainly does look like water and sand in the Caribbean! Your gorgeous sparkly fish are so tropical. A bit of uplift on this rainy day!

That background does look like water flowing over sand. That brightly colored fish really stands out and grabs my attention. The clear dots are a fun way to make bubbles, too. Overall, it's really a fun card.
