The bokeh-like effect in the inspiration photo inspired my card. Even though the colors I chose aren't as bold as the ones in the photo, I still think they're pretty good matches.
I cut a piece of mixed media paper to A2 size. This paper is 140 lb. & basically smooth, so I figured it would give a good ink blending surface and also stand up to the water I wanted to add. I inked over the panel with Distress inks, then spritzed it liberally with water. I picked up the panel & tilted it a bit so the colors would move & blend more. When it looked how I wanted it, I dried it with my heat tool.
I wanted the balloons to go around my greeting, so I stamped & heat embossed that first. (This sketch I have on one of my Pinterest boards inspired that design choice.) Then I took one of the balloon stamps from "The Party" set and stamped it several times along the right side of the panel with Yeti pigment ink.
I don't know if the white ink soaked into the paper or what, but I didn't get much coverage in the end. So I took a balloon stencil I'd made a long time ago, and used my ink blending tool to pounce Yeti ink through that. That helped, though I did have to go over some of the balloons twice if I wanted them a little more visible.
When I finished stenciling, the balloons were still a little mushy. So I took a size 10 Gelly Roll pen and sketched/doodled around the balloons, just to define the shapes a little so they are obviously balloons. I ended up having to go back and redo that, too, since the gel pen ink faded. :P I did use my heat tool to dry the white pigment ink before doing the gel pen work again, which seemed to help.
To finish the card, I adhered my panel to a white card base & added a 1/4" wide strip of black cardstock along the left edge, just to add a bit of contrast & definition.

Wow, you went to a lot of work to make this beautiful card happen. It is gorgeous.I love the soft colors of the balloons against the more vibrant background.
