Take a foam cone and run a row of painter's tape or masking tape around bottom to make sure you don't paint the bottom inch red. Paint everything above the tape red and with craft paint and cover with red glitter while wet. The chunky glitter works best for this. When dry, remove tape and paint the bottom inch white and cover with white chunky glitter. Take a piece of glittery foam paper and cut the belt buckle out after drawing a template of it on the back of the foam paper. Make sure your hole is wide enough for the ribbon you choose. I chose 5/8" wide black glitter ribbon and my cone is only 8-10" tall. After I threaded the ribbon through the buckle, I pinned it in the back with a straight pin and used a black Sharpie on the pin head to hide it.
