What a fun challenge! I went with "pinwheels" for my wheels! I've had these cute little dies for a while but this is the first time I've used them. I also have a tutorial on how to make your own simple pinwheels if you don't have dies. Pinwheel Tutorial.
So I die cut 6 small & 6 large pinwheel arms out of a blue/white double sided paper. I used a dot border stamp to add the blue polka dots on the white side. A fading dot border die was used down the left side then I backed it with the same paper & stamped a greeting and added the pinwheel.

Julie, this is honestly one of my fav colors of blue, and I do not think I have ever made a card with it. The blue and white dots are to die for... so cute. It feels like a fun day at the county fair.

You certainly picked the right things to put together!!! The polka dot pinwheel (really cool!) and the dotted border die and the sentiment are all absolutely perfect together! The blue is beautiful...fresh and crisp. Spectacular!
