I've had some gilding flakes around for awhile and never really figured out how to use them so finally sat down on a rainy day and used them three different ways.
This way is easy - I covered a scrap of cs with SookWang tape (double sided clear tape) and covered it with the gilding flakes - burnished them in well and then die cut the ornaments. Popped them up on a red background and hung them with gold cord from an evergreen bough, added a sentiment on a die cut tag (meant to be attached with cord or ribbon, but I added two gold gems to the ribbon holes instead).

Susan, that's my FAVORITE way to use it. Love how these turned out! Good ol' Sookwang tape, the best! The pine sprigs are so perfect with this!
Another way is this taught to me by Jodylb. Save all the large scraps you peel off the back of that tape. (I was throwing them away) Then you can die cut a piece of tape by putting those scraps on the sticky side and cut with a die. Now just adhere one side of the die cut tape to your card, then peel the other side off and voila! Add the flakes and done.
