Balloon dies are from Simon Says, and 2 are popped up for dimension (also the sentiment strip). Just got this new monarch border die and I LOVE how it looks - just adds that something different, I think. The happy is die cut 3x and then stacked for dimension and it fits perfectly on the fishtail flags! I drew on the balloon strings with a micro pen.

Beautifully die cut and designed.....I hear on the 3 colour rule.....I'm more often 1 or 2.....3 is a stretch....and you're right....you just kind of 'discover' it, don't you?
