I used the SweetCuts Tulips Oval die for this card and layered it on a QuicKutz die. I used a Copic marker to define the tulip oval, this really makes it stand out against the white layer under it.
The prints are designer tape: Recollections - both polka dots, Forever in Time - floral. I used the Perfect Tears to create a nice even tear on the tapes and LOL, then covered up most of it...but the idea was a good one and great way to get a variety of tears.
I used the Perfect Layers Mini from Perfect Paper Crafting to create the 1/16" border. I can get a variation of width when using these rulers by tipping the blade slightly and in this case my hands goes right which makes the blade tip go left, keep the angle the same all the way down the ruler.

Paper: Bazzill - white textured, red, Beckett Expressions - Radiance
For the envelope - Cuttlebug - Just My Type narrow embossing folder
