A cute little gift tote--in this case they are after-Christmas thank-you notes, but the top note snowman could serve as a tag/gift-topper as well.
The envelopes are A6 size so the hat won't be crumpled.
The handle is a strip of black plastic needlepoint canvas (from a hobby store). The earmuffs are a stack of nested scalloped circles on top of dimensionals, but the brad (underneath) is left free to move back and forth.
The hat is two halves of a felt Top Note die cut--one half the short way and one half the long way. (see adjacent photo in my gallery for a close-up of the card/tag.) ...so you have to actually cut the Top Note out of felt twice.
