I teach and I made a pact with myself this summer to clean out my scrap bin--so most of the cards I have made this summer have had something to do with scraps.
I tend to use die cuts to decorate gifts rather than bows. This year I used turquoise butterflies on the graduate gifts for girls, so I had a lot of these negative butterfly scraps around. I trimmed them up and stuck them together. The result is this pretty decoration.
For children, it could also be mounted on a stick to make a magic wand--I'm sure glitter would be involved in that version of the project.
