I PM'ed Amber with how I made the rosettes/lollies, but thought I would post it here, too. Hope this makes sense!
The rosettes (you may also see them called lollies)are made by scoring a long strip of paper at regular intervals all the way across it. I used the new Stampin' Up! Simply Scored Tool for my scoring.
For this example we'll start with 1" X 12" strip of paper, and you would score it every 1/4" down the strip. (I've seen some demonstrations that have you score at, say, every 1/2" then flip it over and score on the other side, in between those 1/2" scores to make the next step easier - I didn't bother flipping it though.)
Then you fold it accordian style all the way down and finally attach the two ends together with a good sticky strip of tape. It will look like a mini lampshade.
Punch a 1" circle to glue it to (this would be bigger if a larger lollie) and put the circle under it on the table.
Push down on the top of the 'lampshade' to get it flat on the table (on top of the circle) - like it looks on the wreath. You'll want to work it so the circle in the center is as small as possible as you're gluing it - pushing it together. I used hot glue to hold it together, but something like Tombow might work too.
You can make them different sizes by increasing the width of the paper and by scoring at different widths. I found that as the paper width increases, you have to glue two strips together to make the rosette, otherwise the paper tears as you make it into a circle. I hope that helps!
