The red pipe cleaner holds the 'feathers' together as well as holding the punched turkey to it and forming the wattle.
The feathers are five 3" x 9" strips cut from napkins, stacked and fan-folded, bound at one end with the pipe cleaner, then fluffed like tissue carnation. The pipe cleaner is bent up then threaded through a hole punched next the the beak, then back down to form the wattle. An that holds it all together!
