First, you emboss your image to make the ridges that will hold the water. Then spray with water until you have puddles. With a paintbrush or aqua painter, add some ink to each puddle and let dry. It takes awhile, but the results are cool! My friend showed me a card like this, and she saw it on the web somewhere. Not sure who to credit.
