I saw this in a magazine (PaperCrafts maybe but not very recent) and had just enough sheets of the paper to make it (I wanted the stripes a particular way).
I was thrilled when I found the ribbon (Martha Stewart) since it went perfectly with the pinks and browns in the paper.
The shape was made by making a typical top-fold card and then cutting the straight lines with scissors. I used a Coluzzle circle template for the hood but anything circular that you could cut around would work.
Then I made the paper layers to mimic a layered skirt of a bassinet. Each was punched using Faskars' Threading Water border punch and threaded with ribbon.
It was actually fairly easy to make but I went slowly because I had less than a 4-inch square of "extra" paper #after going to 3 different Michael's and buying all the 6x6 sheets I could find ... I initially didn't pay attention to the direction of the stripes so some layers had to be re-cut but I was glad I noticed before I had glued them onto the base.#

Not really as long as I thought it would except I cut the paper the wrong way (I wanted the stripes one way and the way I cut it they were going the other way and I had to make 3 trips, over 2 weeks, to find a store that had the same paper.)
It was easy but a bit fiddly (esp. threading the ribbon through the holes from the punched border). But it was fun!
My craft magazines are in storage (the ones I didn't donate when purging for a recent move) so I can't give the exact inspiration source but if/when I find it I'll edit the photo.
