Michaels has some in neon packs but not just yellow. Stampin' Ups Pineapple Punch is a very pretty and bright yellow but not necessary day-goo or neon.

When you say "construction site" yellow, are you talking about the color of construction equipment?
When I look at all the tractors in my grandkids collections, I think something around Yoyo Yellow or Summer Sun in the retired Stampin Up line, depending on the brand of equipment. Some of it has more orange than others and would be closer to Summer Sun. I will take my papers with me to compare more closely in the daylight tomorrow.
I'm sorry that I can't help with other brands of paper. I no longer have many color comparison files that compare colors between brands. Maybe someone else can say what current colors in other brands fall in between those two.
I tried doing color comparisons by going through Copic color charts for various brands. These papers might be the right range for construction equipment.

Well, after comparing to tractors and such...Summer Sun and Mango Melody are really the closest. Does anyone have colors from other companies that are matches to such yellow/orange-yellow colors?
I think the links go to the same page and you'll see little circles of color. They are the second and third yellows. Also note that I am going by what appears on my monitor. I don't have the cardstocks for comparison.
