Question Why doesn't the white Stazon ink pad come already inked?

Can anyone tell me why Stazon Cotton white ink pad comes with the uninked stamp pad plus the bottle of white ink so you ink it up yourself instead of the pad being already inked like my Stazon Jet Black?

Because white ink dries out very fast. Almost everytime I use my white Stazon I have to re-ink it.

It's also a bit different type of ink. It's meant more for smoother surfaces rather than card stock.
