They are. If you Google "papertrey" and "angel policy" the first entry will take you to it. It's basically giving crafters permission to use their stamps to create hand stamped work for sale but you can't use any of their images for logos and such. I think this is pretty standard for most stamp companies save for SU.
House Mouse is also not an angel company. SU will let you use their stuff but you have to purchase one of their stamps with the copyright info on the back.
