Mod Podge is great but it can sometimes retain a slight "tackiness" even when it's completely dry so it's not everybody's first choice, depending on the project in hand.
I've recently used Ranger's Glue n Seal to glue cardstock to a coffee tin (pic attached) and that worked really well even on the curved surface.
Your tacky PVA might well do the trick though. Why not try on a tin you're about to toss in the recycling (soda can, for example) with a scrap of paper? the trick is usually to make sure you have glue all the way to the edges of the paper and smooth it down really firmly.
