1artist4highhopes is an artist for High Hopes Rubber Stamps, and there is a Tombow pens tutorial on their website... they're dual tip pens like Stampin Up and Marvy.

Personally, I'd hold off on buying the expensive Copics until you have mastered coloring in general... practice, practice, practice! Allow yourself time to see how well you can color, what mediums you like best, how much you enjoy the hobby, and how much time you will devote to it before spending a lot of money on expensive supplies, such as Copics.
Another thing to remember when coloring, is that not all paper/cardstock is the same, some work better for blending/watercoloring techniques than others. A good quality watercolor paper that isn't too bumpy, such as Stampin Up's watercolor paper, would be good to start off with. It's a bit pricey, the sheets are small and you don't get many of them, but for someone who's just starting to learn to color, a small amount of good quality watercolor paper might be your best best, in my opinion.
I believe this blog has more than one tutorial on different coloring techniques in the form of a video you can watch. You would have to search through the podcasts and techniques categories...
