Ink pad and reinker gives you lots of options. The new colors are very different so color choice is personal. BTW a new color will be announced one week from today.
I luuuve the dauber top version of the stains! So easy to apply, and get really great coverage and effects, much better than dragging paper through ink daubed on a craft mat, at least for me. I'd love to get every color in this version!
I have exactly two bottles of the stains, but almost every color of the ink pads and markers and working on the refills. To me the inks are much more vibrant. I'd go with the ink, not the stain. Just my 2 cents
I have had the ink pads forever and love them, can never get enough of them. Ink pads and reinkers and you are set. Stamp, watercolour, spray, blend life is good.
I have mini ink pad and stains. I put the stains in a covered paint palette, let them dry (it takes a while) and then I water color with them. Because I have the stains in the palette I use them more than the stamp pads. But if I had to pick one, I'd pick the mini ink pads.
Ink Pads and reinkers, every time. Its possible to make your own sprays, Tim has done it on one of his videos, and there are plenty of How-to's on You Tube and Pinterest, using re-inker fluid.You can add mica powders, like Perfect Pearls too for a bit of shimmer. If you have pads/reinkers, then go stains, rather than sprays, I'd say.
Have to go with the majority for the ink pads. I hardly use my Distress Stains, except for mixed media backgrounds. I have not been able to successfully stamp with them, but that may be a "personal problem."

Ink pads for me too. I had a bunch in the full size but am now buying any colors I dont have in the minis to save space. I love that you can pop a sponge pad under the mini pad too. If the big pads get ruined I would replace with a mini.
I just filled out my collection with a combo from Joann's and SSS. SSS sells the mini individually vs the 4 packs and since I already had colors in every 4 pack I had to get the individuals. The price is close to full size at Joanns but I wanted the minis. You'll have to decide what is the priority-price or space. Since we know Holtz is going to keep releasing new colors...I am going with space.
Joanns had the best price I found with the reinkers. Might be with the 4 packs too-I didnt look at those once I knew I needed to get singles. They dont have the whole range but do have a lot.
I just stamp my worksheet with the pad and paint off that. Or a drop from the re-inker if I want darker color.
I am also now experimenting with any ink that is water based for watercoloring. So far so good.
I would like to know if people have the pens...I can see some use in them but it would be a big investment to get the whole series. Because it is a dye ink, I am thinking maybe not good for pen to stamp coloring? Will it dry out before I stamp the paper?

Thanks for your inputs. Do you find the mini ink pads are more of an investment than the regular size? On TH blog the four colors that were released will be available in mini ink pads (not open stock) so I am also trying to figure out if I should invest in the full size pads or the mini.
Depends. How productive are you? Do you make tons of cards, etc., or are you a weekend crafter with diverse interests? If the latter, I think the minis would be fine.
