I need to find out if there are pens, that when you write with them, the ink will become raised up by itself.
Here's what I have to do - I have to create a road map that has speed bumps on it, so that when you run your fingers over the paper, you will feel the raised ink, just like speed bumps.
A second vote for the Souffle pens! They work best if you write slowly, allow it to dry fully for about 30 seconds and it raises right up for an embossed look and feel. I bought a white one to try out on dark cardstock and so far I love it! They also come in assorted colors which is nice! I saw red, green, purple, white, etc at Archivers when I was there last week.

I thought Michaels carried Souffle - very limited colour - maybe only white. They are in the same aisle as the markers, vellum writers. They are packaged with a hang tag - at least "I think" I saw them there.
Try a LSS- they usually sell them individually and in many colours.
For what it is worth - and it may be a learning curve, or I was expecting more -but I wasn't impressed.

Lisa....here's another thing that might work. The PaperMate Eraser Mate pens (which you can buy at Walmart in black or blue) stay wet, therefore enabling you to use embossing powders and a heat gun. It does not matter which color you use...it will be the color of the embossing powder. So if you want speed bumps on the map just make the liines with the pen and then cover with black embossing powder and they will be raised! I think I would do two lines right next to each other and then apply the EB. Hope this helps you!
I found my Souffle pens to be lacking, I don't get a raised effect at all, do I have to heat them with my embossing gun to get the ink to "pouff"?
Well, I have to say I think the Souffle pens only slightly raise up - nothing like liquid applique where you heat it and it puffs right up. But you are able to feel a raised bit when using either.
JoAnn's carries both the Souffle and the Glaze pens in sets.
I've enjoyed the Glaze pens more than the Souffle ones.
I agree, the glaze stands a little higher, is transparent and looks great on white paper, souffle does work better on dark paper. It is a flat (not shiny) finish. As someone said the key to a nice line with either is to write SLOWLY!
