Default Cutter bee circle cutter

Does anyone have one of these? What would you use to cut a 1/2" rim large circle out of 12x12" paper? (a circle within a circle)

Default hmmmmm

my circle cutter is by fiskars and I'm not sure if they work the same - but if I want to cut a rim - I cut the big piece out first - then the smaller piece from the center.
