Can someone tell me how you use the square step punch on cards?

I'm glad to be of assistance. I had to ask the same question at one point. You need to take the guard off the punch. Cut a strip about 1 1/2 inches wide and the length of the card. Punch along one long edge, overlapping the last hole so that there are no gaps and you get a consistent edge.
