Default Feeling stupid! Please help!

Is there a reason for the blade positions or is my cutter packaged wrong?

I bought a fiskar rotary cutter which has a scoring blade. And a cutting blade.
It came packaged with the score blade on top then the cutting ( orange) blade.

If I move the score blade to the top, my paper does not track on top. The card measurement are on the top.

The easy thing to do would be to exchange the positions of the blades, but Im wondeing if there are tips for use.

I normally used a guillotine cutter and a score board. For rotary cuts, For a few fancy cut/folds, I used a cheap rotary cutter I bought in the early years.

What kind of Fiskars rotary do you have? I have a Fiskars rotary cutter. It has a Big dark grey base and the bar that the rolling blade is on raises to insert the paper. I don't know it's name, it's at least 7 years old. I can't imaging changing the cutting blade to a scoring blade, when you have a scoring board. That would be so much trouble.
I have a little Fiskars cutting device where the "razor" blade slides in a plastic slot. That one has an orange cutting blade and a black scoring blade, they will just practically lift out of the slot. I still use my scoring board.
