Stazon is alcohol based ink while Brillance is pigment ink. Both can be used to stamp on slippery media (acetate, dominoes) but Stazon dries faster than Brillance. You can use your heat gun to dry the Brillance ink faster.
Staz-On rocks! Brilliance and I don't get along well. I use Stazon for my stamping inventory, to watercolor base. It is there for ever, and on your rubber...if you don't like stained rubber, don't use staz on, the staz on cleaner is a waste of money... ;)
As Stella said, Staz-On is a solvent based ink, designed specifically to be bleed-proof, fast drying, and for non-porous surfaces. Available in a full size pad. Most of the colors are "transparent", when used on clear surfaces such as acetate.
They also have recently introduced "opaque" colors, such as white, and pastel blue, pink, green, etc.

Brilliance is a pigment ink, and functions similarly to a craft ink. It can be used on non-porous surfaces like acetate, polyshrink, vellum, glossy card stock, etc. and it will dry, but you may need to speed up the drying process with a heat gun. It can be embossed. It also comes in a beautiful array of pearlescent colors that have a lovely shimmery effect!
If you want to stamp on alcohol ink backgrounds, Stazon is not recommended. I think the alcohol in Stazon will affect the alcohol ink back ground. But then again, someone else said they stamped on an alcohol ink background that she made a long time ago and it was fine so it may depend on the age of the back ground. So for this kind of application, I always use Brillance ink on alcohol ink back grounds to be sure I don't ruin my pretty paper. I love them both and have both amongst my supplies because they have definite uses.

Brilliance is more likely to smear (due to the longer drying time) and Stazon is more likely to stain your stamps (well, not if you find the right cleaner --- but it is harder to clean off of your stamps)
