I am a relatively new stamper, but here's my attempt to answer your question:
The "cracked glass" technique that I am familiar with is not the same as the masking tape technique. It is using clear embossing powder, done in about 5-6 layers, then frozen for a couple of minutes before "cracking" the embossed area, making a beautiful effect over your image. Is that what you are referring to? If so, it is using versa mark and clear embossing powder.
I did this at a SU meeting once, and it's really cool.
