Paper piercing is done by poking little holes into the paper with a piercing tool. Or you can use a needle, a pin or even a push pin type tack.
It's wise to use something as a guide to make sure your holes are, somewhat, evenly spaced. I use the Tim Holtz ruler (with little holes in it) for straight lines and the plastic mesh shapes that are used by people who do the wool needlework things. Stampin' Up has a kit with includes a little mat and plastic thing with holes of various types.
You need to put your paper onto a piece of thick-ish foam to give yourself something to poke into, beyond the paper. It's a nice technique and akin to parchment craft though not so intricate.
P.S. Sometimes people call paper PIECING, paper PIERCING. They are different techniques. Paper piercing is the one with the poked holes.
