making scallops with word window punch?

I know I saw it on a blog somewhere, but I don't remember who is was or when it was. Does anyone have directions on making scallops around an image by using the window punch? I can't remember how it was!!

I went to the Archives and clicked on March 2007. From there I found the posted March 29th entry and clicked on Read Article with the header "The winners, a new giveaway and the tutorial you wouldn't believe!" -....and was able to find the tutorial on using the word punch and making the scalloped ovals and circles.
