I found this snowflake technique (never heard of it before the OP asked) on two YouTube videos (one of YouTube videos is by Beate/SCS) and the technique uses alcohol inks (thanks by the way - lol - I have bookmarked the videos). I don't think the photo paper will work well. There is some emulsion coating on the photo paper.
You can get the glossy cardstock from Marcos and also Ranger makes glossy cardstock and you should be able to find the Ranger glossy paper readily both online or in brick and mortar stores.
