Default how do you make speckled marks?

In this beautiful card by Carole Richardson, how do you make the background speckled marks? And what kind of ink? I tried using a toothbrush with non-pigmented ink, but it didn't work. Any suggestions?

There are actually rubberstamps designed to create this effect. SU has "Itty Bity Backgrounds". I know I have a background stamp that is made by Magenta.

There's a SU tool that you can get to also make the specked marks. It's called the Color Spritzer tool. You attach your SU marker to it and it "blows" the ink on the page creating a speckled effect. I love it!

I also have the color spritzer and LOVE IT! the cool thing is it's one less stamp you have to clean! :-)

I have a spritzer that I never remember to use. I am going to get it out and use it. I love the look, Thanks.

I don't have a color spritzer, but I use my aqua painter. Press your classis ink pad down in the center so you get ink on the lid. Then ink up the aqua painter and tap it over your index finger so the ink splatters on the card stock. I hope that makes sense. I get great results doing this.

I have both Itty Bitty Backgrounds and the Color Spritzing tool, I love using the CS tool, it works great. I use Itty Bitty to get nice uniform splatters..lol!
