What kind of paper are you using? If you are using stampin up paper, the color goes completely through the paper. When you sand it you should see a very suttle change in it. If you want to see a white image, you need to buy paper with a white core.
Perhaps you could show us a picture of the look you're trying to achieve then we can tell you what kind of paper you need. Some techniques only work with specific kinds of papers.
Not sure what brand of paper it is, just know its card stock, thats probably the problem there is no white core, because I was able to use the sanding technique on another sheet of paper. I was looking to sand my sizzix emboss design to do something to make it stand out more and I saw that on a video where they sanded the embossed design afterward and it defined.
