Default Recipe for Twinkling H2Os?

Hi,

I know I read it on here a while back about how you could mix lumiere with pearlex and make twinkling H2Os. I tried it, even waited till it was completely dry and it didn't work. They were all rubbery and I couldn't get any color off them.

What am I doing wrong?
