try either-
white watercolor paper- really wet the paper, almost to soaking wet, then add small bits of blue watercolor paint. the blue paint will swirl around in the water and create a sky-like look
OR rip shreads of white tissue paper (or similar weight paper) and glue them on blue paper
i think the watercolor will give the best effect, but it will take a longer time to dry.

Take a piece of REAL sea sponge, and use watercolour paint from a tube if you can, that makes cloud shapes real easy; dab on, do a sample on newspaper first until you like it of course.
You can do it with acrylic paints in any colour even onto dark cardstock.
You can use a tiny finger dauber and ink, and dab out cloud shapes too...puffy on top and flat bases make clouds, think sheep with no legs!;)
Here is our very own mothermark's video tutorial! She makes beautiful clouds. Scroll down about half way for the video. She uses heavier stuff than plain acetate. The scissors won't cut the acetate. Enjoy! May God bless, Sandi
