I do it using my corner rounder from Walmart. Remove the plastic guide and then just slide the circle or oval in (upside down so you can see) and evenly punch overlapping a teensy, and I do mean teensy, amount. I get a perfectly scalloped oval, circle, square or whatever every time. I actually like it better than my Marvy Scallop punch.
I made some cards a while back that I was going to use for swaps at St. Louis Regionals, but it was a bit time consuming so I decided against it. I made some using the small corner punch and then the bigger corner punch. here are the two cards that I posted:

Keri.. I just noticed the last line of your signature... C-17's are awesome!! My husband used to jump from then when he as an Paratrooper in the 82nd Airborne Division. In fact he got to be on one of the "stress flights" that they did with the C-17's before they were jumping from them. He got to fly to either somewhere in California or near Las Vegas.. he had a great time.

Oh they are a very cool plane..Ad is loving the fact that he fixed em for ten years and now gets to FLY THEM!!!
Don't forget scalloped scissors. I picked up a pair for 2 bucks at Michaels and they make a really nice scalloped edge. I actually got 2 prs. with different sizes of scallops from each scissor.
Someone was making scalloped circles and ovals using their slit punch from SU! Is there a tutorial somewhere to show this dummy how its done! lol

I have been practicing this technique. Here's what I found: I make a pencil line on the back of a cs strip. Turn the slit punch over. I line up the bottom of the slit shape(the straight edge) with the pencil line. Punch. Move the punch to the right and line up the bottom again and the left side of the circle part with the right side of the previous punch. Keep doing this along the cs. Then fold the top part back and the scalloped edge should separate. You can even use the "waste" piece by punching opposite the the punched out shapes. Hope this isn't too confusing. I'll load a card and sample of the second punch tomorrow if I can get the scanner to work.
Someone else figured out how to make those scalloped edges into cool mini tags... and if you use a slit puch to make them the SU! 1/2" circle punch rounds fit inside PERFECT! Another reason to love that slit puch!
Tashers blog...palm-pogo lessons blog (see above) has an EXCELLENT step by step with pics on how to do this...so helpful to those of us that are challenged without pics! LOL
