Need HELP with torn edge frame
 

Please someone, help me in learning how to do the "torn edge frame"; where in the middle of the cardfront, the circular/oval cutout is torn and folded out.
Will someone PLEASE explain in detail how this accomplished? I haven't yet
even tried a circular or oval cutout, although I have done a square/rectangular cutout cardfront.
