Spotlighting is when you stamp an image on 2 pieces of cardstock. Color one area of one of the images. Cut or punch it out, layer it on a mat to make it pop, then line it up over the uncolored image. Or you can take a solid shape stamp and stamp over the image instead of stamping on a separate piece.

shape stamp,
polished stone,
pastels,
watercolor pencils, and
reverse (image behind instead of on top). I love this technique!
