It almost looks like spin art - but, I really don't know, it is cool looking

I did one similar a while back with drops of brilliance reinker on a baby wipe. This is the link:

I think they just took a sponge in White Craft Ink and swiped it away from the center. Or they took glossy paper and swiped it with VersaMark and then sponged or brayered blue ink over top? It's very pretty.
