Ribbon Technique

I am trying to find out how to do this ribbon technique that Stampysister did.
It is awesome but cannot locate. Can someone help me.

It looks like she has used some type of sewing tape that has the hooks sewn in. The ribbon is then looped through, and secured on the back of the page.
