Default Swirls with Scallop Punch

Awhile back, I saw there was a way to make a card "pop up" with the scallop punch. I think you punch out a circle with one of the punches, then use the scallop punch around the outside of punched hole. You cut between one of the scallops. Then attach scallops to scallops. But how? THANKS.

I wish you had a picture. It sounds like something I've seen where they used the scallop border punch along an 11" edge. Then they ran it through the crimper. That then, allowed you to form it into a circle either around a hole or a punched circle. Looks best on the punched circle because you glue it to the underside and you only see the pretty part around the outside.
