The wax paper is only to help you keep the stamped tissue paper smooth and tight against the side of the candle while you melt it into the wax with your heat gun.
Wax is basically nonporous, and I have yet to get anything other than StazOn to dry successfully on that kind of surface. I think the main reason people use the tissue paper is that most candles are round, and it's really hard to stamp on a curved surface without smearing or distorting the image.
