Finding Odd Sized Envelopes

Has anyone been able to find in the US. envelopes that may measure 2 1/2 " by 5 3/4 inches? Stamper Member Hemeynell posted some unique long cards in Mid August. I remember that she said that she found her "totally Cool" envelopes in the UK. What are "totally cool envelopes?
