Radiant Pearls Question

Ok, I apologize if this question is silly but what are Radiant Pearls and where do you get them? I have Pearl EX is this the same?

i love radiant pearls. Basically they are a type of paint. They are unique in that they don't dry on anything that won't absorb them.
I love the colors that they produce.

They may seem expensive but a tiny amount goes a long way
