Default What is JanTink's Frosted Technique?

I found a card that I LOVE, and they used "JanTink's Frosted Technique". What is it, and how do you do it?

Where did you find that technique. I tried to search and found nothing.
I went to the top of this page and used the searach icon. Did you use something else.
