A long time ago I found a technique for making glitter permanent by mixing it with glue and brushing on. It was such a revelation. BUT, I have forgotten what kind of glue is used. Anyone know??? TIA
When I do glitter I use Elizabeth Craft Designs double sided adhesive sheets and fine glitters. I can cut those sheets with dies or punches, peel off one side and stick it to my card, peel off the other side, dump the glitter on it, pour the excess back into the bottle, and use my finger to rub or polish the glitter into the adhesive. I can color it with Copics if I wanted to. It REALLY sticks.
OR
Have you tried mixing the glitter into something like Glossy Accents by Ranger? They have tinted kinds of different types of Glossy Accents that are really cool. Like Sepia, Matte and Crackle.

I don't use glitter that much as I prefer embossing enamels or metallic powders.

Found this tutorial about applying glitter to shoes, and I'm sure it would work for paper, too. It says to mix the glitter with Mod Podge or even Elmer's All Purpose glue. The proportions are in the article:
Will try the wet glues first. I'm not a big fan of glitter either because it goes all over the place. I want to lightly add some glitter on the edge of a flower but didn't want the mess. I was also looking into winks of stella. Thanks so much for your advice.
"ZIG Wink of Stella Glitter Brush Marker Pen 999 Clear" is awesome. I've gone through 2 this year and have started my 3rd last night!! It is just like Copic's AtYou Spica Silver marker except Stella has a brush (like a aqua brush) tip.
The cheapest price I've found for them is, of course, Amazon. But I live in Charleston, SC and the only places around here for crafting is big box stores and they don't carry anything like these.
There are Wink of Luna brush pens as well, but I think those are metallic (?), I am not sure, so get the info for those from someone more knowledgeable.
But I love the Stella 999 clear. It goes over other inks without messing them up. I can color in a whole flower petal or just dot it in the center of the flower (like Hydrangeas).

Have you thought about using Stickles? I love using them because you can control exactly where you want the glitter, and it dries permanent and doesn't flake off. I find that the neutral colors will allow the color of your image to show through. My favorites are Crystal, Diamond, and Star Dust.
I got a Wink of Stella pen and it didn't sparkle enough for me, so I went back to using Stickles.

I saw a Prima video where Finnebair mixed glitter, fine glitter and even microbeads into a blob of gel medium and applied that to her projects. I tried the microbeads with gel medium and it really holds! I intend to try it with glitter � I'm sure it would be really successful. If you use matte gel medium then you just get the color and finish of the item you mixed into the medium to show through (if that's important to you).
In case anyone is still reading, I've been successful with getting glass glitter to hold using Judikins Microglaze. I die cut a shape, covered it in the glaze, then sprinkled the glitter on and tapped off the excess and let it dry. Then I covered the glitter with glaze on the top as well. What I like is that it's not super shiny and the original color of the glitter still comes through.

I used SU glue stick just along the edges of a piece of cardstock and then put glitter on it. It worked great.
I have not tried either of these but I have saved the video's for when I decide to give it a try. Good luck and it looks like you have gotten alot of suggestions here. Let us know what finally works!
