well I think they are cardboard, at least where I live that is how they are packaged....I know in some states due to humidity they are in tins. (Canada, priaires) we are so dry it is not an issue, everything is in cardboard.
the hubby is out buying some so I can make a wheel holder......
just took a neighbors LOL....seems to have a foil lining so did a quick wipe with a wet rag & dishsoap then rinsed under water, dried well, seemed to work fine.
