On the Spot Background help

Hi everyone,
I am wondering how people are using different colors while using the On the Spot background stamp. Do you think they are coloring the circles with markers? Or is there an easier way & I don't know it yet?
I included a link to a sample of what I am talking about.

I think the green circles are from the coordinating set, Sweet Spot.

Much quicker and easier than markers!
