Default window panes

How do you do the window pane technique? It looks easy, but i can't figure it out! I am talking the way this one is done.

You stamp the image and color it in. Then you need to cut the stamped image where its all the same size. If you layer it then you need to make sure the layers are the same size. Does this help?
